About the SCELC IOP Agreement
This open access agreement enables authors at 21 participating institutions across 20 SCELC licensees to publish articles using an open access license at no additional cost to the author across 78 journals. The APC (OA article processing charge) is fully covered by participating library subscription fees for both hybrid journals and fully open access journals.

All corresponding authors that are current staff members, researchers (permanent, temporary and visiting), or students at one of the institutions below at the point of submission, can publish open access at no cost to themselves. The corresponding author is the person listed as Corresponding Author at the time of submission, and is the person responsible for communicating with the journal during the peer review and publication process. Please see IOPs corresponding author policy for more detail. |

| License to publish | For articles published under the open access model, in the case of IOP owned journals, the authors retain the copyright in the article and grant IOP a [[non-exclusive licence to publish]] it. The position with other journals may vary and is set out in the applicable copyright form. |
| Eligible article cap | While IOP has instituted a SCELC-wide coverage cap of 200 articles per year (accepted from the 1st of January), SCELC participants published 86 articles per year in 2024 and annual growth has been in the single digits so there is no risk of exceeding the cap during the 3 year term of this agreement. |
OA Submission Workflow
- Choose the eligible IOP journal that best fits your work.
- Follow the instructions on your journal’s homepage to submit your manuscript.
- Upon acceptance, choose Open Access and select the appropriate APC rate. IOP will confirm your eligibility for full coverage by email and there will be no APC to pay. SCELCs agreement does not require library validation.
- Sign IOPs open access copyright form and license to publish under a CC BY license.
- All affiliated corresponding authors of eligible article types accepted by an eligible journal will have their APC fully covered. Your institution has pre-paid for OA publishing as part of this agreement so no further approval or library payment is necessary.
